Professional Background
Mr. Kemper, the founder of Kemper Management Services (KMS), now serves as President and CEO of Competitive Resources, Inc. (CRI). CRI was formed to purchase selected assets of KMS from Encon Systems, Inc. Mr. Kemper has successfully guided the new company into a profitable growth mode with an ever- expanding array of new products and services for utilities in a de-regulated environment. Mr. Kemper has been active in the energy arena since 1981. He was Director of Business Development for Puget Energy Services, Vice President of Enercom, Inc., and Conservation Program Planning Supervisor at San Diego Gas and Electric Company. This diverse background has helped him to place KMS, and now CRI on the forefront of innovative, customer-oriented service delivery.

CEO and President, Kemper Management Services, Inc. Glastonbury, CT 1987-1996
As founder of this utility service provider, Mr. Kemper provided the vision to bring this company from a one man operation to a $17 million corporation employing over 200 technicians, engineers, software developers, and energy management experts. The company served over 25 major electric and gas utilities with programs which included: program development, direct installation of energy conservation materials, tracking system development, marketing services, and process and impact evaluation services.
Director of Business Development, Puget Energy Services, Bellevue, WA 1986
Mr. Kemper developed strategic marketing and sales plans providing engineering support and energy-efficient retrofits for medium to large C&I customers. He expanded the company’s territories into New Hampshire, Pennsylvania, Connecticut, and Massachusetts.
Vice President, Enercom, Inc., Tempe, AZ 1984-86
Mr. Kemper managed corporate operations and marketing for this firm specializing in DSM software and turn-key program implementation. He conducted strategic planning, directed regional sales persons, and established 15 remote branch operations.
Conservation Program Planning Supervisor, San Diego Gas & Electric 1981-83
Mr. Kemper supervised the planning, design, and implementation of residential DSM programs. He directed seven program planners preparing rate case budgets, testimony, interrogatory response, marketing strategies, promotional materials, and media campaigns. In addition, he designed, implemented, and evaluated program tracking systems and procedures.
