Management Team
The corporate owners and officers of Competitive Resourves (CRI) include the two founders, and former owners, of Kemper Management Services, Inc., Robert Kemper and Douglas Cahill. The other owner and officer of the company is the Chief Financial Officer, Lawrence Richardson, formerly of MidAmerican Energy Company and Barclays Bank, LTD.
CRI principals have acted in the role of consultants to electric, gas, and water utilities as well as municipalities. Services have included program design and project coordination. One project included the conversion of traffic signals from incandescent to LED technology in California and Iowa.
Employing a “hands on” style of management and marketing, CRI,has profitably functioned by keeping overheads low and instituting strong cost controls. This formula for success, coupled with the fact that CRI is a totally independent, owner operated, (privately-held) organization without debt, allows us to offer our services with a level of quality and at costs unmatched in the industry. CRI remains one of the few organizations in this business that is not owned by another corporation. Robert C. Kemper – President and CEO
Mr. Kemper, the founder of Kemper Management Services (KMS), now serves as President and CEO of Competitive Resources, Inc. (CRI). CRI was formed to purchase selected assets of KMS from Encon Systems, Inc. Mr. Kemper has successfully guided the new company into a profitable growth mode with an ever- expanding array of new products and services for utilities in a de-regulated environment. Mr. Kemper has been active in the energy arena since 1981. He was Director of Business Development for Puget Energy Services, Vice President of Enercom, Inc., and Conservation Program Planning Supervisor at San Diego Gas and Electric Company. Lawrence Richardson, CPA, MBA – Vice President and Chief Financial Officer
Mr. Richardson has responsibility for all of Competitive Resources’ financial affairs. Having worked in the banking, utility, and public accounting industries has provided Mr. Richardson with the tools necessary to ensure that CRI remains on course as a financially viable service provider. As a founding principal of CRI, Mr. Richardson’s role as CFO has been to develop reporting mechanisms for the company to accurately track the costs and revenues of all projects in the various branches and corporate offices. In addition, he prepares regular reports for the upper management and operations staff to ensure that projects are operating on budget, thus providing an ongoing tool for measuring the success of our various contracts. Mr. Richardson is also responsible for related financial activities such as insurance and benefits. Douglas R. Cahill – Vice President of Marketing
Prior to becoming a principal of Competitive Resources, Mr. Cahill served in various roles at Kemper Management Services, managing marketing, purchasing, C&I projects, administrative, and the personnel departments. Through his 17 years at Northeast Utilities, he brought direct utility Direct Side Management (DSM) experience to Kemper. He was C&I Representative for NU’s CL&P service territory, Regional Utility Coordinator for the CONN SAVE program, and NU’s Administrator of Electric Programs. In 1986, he co-founded Techniart, Inc., a Unionville, CT company specializing in photovoltaic products. Scott Hastie – Regional Manager
As the Regional Manager for Competitive Resources, Inc. (CRI), Mr. Hastie is currently responsible for all Energy Efficiency Projects in Connecticut. Essential duties include project oversight, ongoing supervision of branch management personnel, and managing client relationships. He has been active in the area of outsourced services for the past twenty seven years. He was Eastern Director of Operations for LMS Intellibound and Northeast Regional

R. Blake Cole QA, Technical, and Facilities Manager
As the Regional Quality Assurance Manager, Mr. Cole is currently responsible for QA on all residential Energy Efficiency projects. He has been active in energy conservation work for nearly 20 years. His career began as a Blower Door Technician Team Leader for Kemper Management Services and later worked for One Source as a Field Supervisor conducting Energy Audits for low-income consumers. read more…
